Deligne Alberto Ascención Burgos, Ministry, Ministry of Public Works and Communications, Dominican Republic

Born on February 8, 1963 in Santo Domingo, Dominican Republic.

With decree 324-20, he was appointed by President Luis Abinader as Minister of Public Works and Communications.

He has a doctorate in Democratic Society, State and Law from the University of the Basque Country, a Master's in Democratic Society from the same academy, a Master's in International Law and Diplomacy and a specialty in Senior Management, completed at the University of the Third Age.

In 1987 he graduated in Civil Engineering from the Universidad Central del Este and in 2008 with a degree in Law from the University of the Third Age.

He has served as Vice Minister of Education, Undersecretary of School Infrastructure, Director of Urban Transit and Director of the Project Execution Unit of the State Development Bank of the Federal Republic of Germany, KFW.

He is president of A y B Constructora and has worked as a university professor.

EMERSON JUNIOR CASTRO HIDALGO, INVESTMENT PROJECT PORTFOLIO DIRECTOR, PROINVERSIÓN, PERÚ

Graduated from the Master in Construction Management from the Peruvian University of Applied Sciences. Civil Engineer from the Federico Villarreal National University, with specialization in Public Investment Projects and Airport Design.

With more than 10 years of experience in project management, execution and monitoring, management of concession contracts in multimodal infrastructure and public services. He has held various positions in the Ministry of Transport and Communications, as General Director of the General Directorate of Transport Programs and Projects and Advisor on Transport Infrastructure and Public Services of the General Directorate of Transport Programs and Projects and of the General Directorate of Transportation Concessions.

In addition, he has assumed positions of Advisor in the ministerial office of the Production sector, Director of Investment Planning at MINEDU and Director of Reconstruction with Changes at PRONIED.

He currently serves as Project Portfolio Director of PROINVERSIÓN, in charge of promoting the private investment system at the national level.

Carlos Fernando Fonseca Oliveira, Technical Secretary, Decentralized Provías, Ministry of Transport and Communications, Peru

Lawyer with 22 years of professional experience specializing in public contracts, public-private investment, administrative law, arbitrations, negotiations and state management. Graduated from the University of Lima, with postgraduate studies in public management at ESAN University and in Project Management. He has worked in the public and private sectors, occupying positions as advisor, head, manager and consultant for various institutions such as the Authority for Reconstruction with Changes, ESSALUD, Ministry of Women and Vulnerable Populations, Ministry of Education, Supervisory Body for State Contracting (OSCE), Ombudsman's Office; as well as Estudio Vidal & Cáceres, Estudio Ferrero Abogados, among others. He has been a professor at the Pontifical Catholic University of Peru and the University of Lima. Currently, he works as technical secretary at Decentralized Provías of the Ministry of Transport and Communications.

LILIAN LAZA PINEDO, EXECUTIVE VICE PRESIDENT, NATIONAL INFRASTRUCTURE AGENCY

Lilian Laza Pinedo is a Civil Engineer, specialist in Environmental Analysis and Management, and holds a Master's degree in Transportation from the National University of Colombia, with extensive experience in the formulation, structuring, and execution of transportation infrastructure projects. She has more than 16 years of experience in the public sector in the management and direction of Public-Private Partnership projects for road transportation infrastructure. She currently serves as Executive Vice President at the National Infrastructure Agency – ANI, an entity that has led Colombia to have one of the best-ranked private participation models in the world for the development of transportation infrastructure.

Jorge Manuel Mávila Falcón, Manager of Monitoring and Follow-up, Decentralized Provías, Ministry of Transport and Communications, Peru

Industrial engineer with more than 28 years of experience in the public sector with master's studies in business administration and management at the Universidad Mayor de San Marcos. He has been a Project Management Associate certified by the Inter-American Development Bank and a member of the body of Public Managers for the National Authority of the Civil Service (SERVIR). He has more than five years in executive positions such as Advisor to Executive Directorates, Planning and Budget Manager and Monitoring and Evaluation

Coordinator, among others. He also has extensive experience in the transportation sector, working in the National Road Maintenance System, Departmental Provías, Rural Provías and National Provías. He currently works as the Manager of Monitoring and Follow-up of Decentralized Provías of the Ministry of Transport and Communications.

Alessandro Reichert, Regulatory Structuring Manager, Infrastructure Concession Superintendence, ANNT - National Land Transport Agency, Brazil

Civil engineer graduated from the Polytechnic School of the University of São Paulo (USP) and Master in transport planning from the University of Brasília. Public servant with more than 10 years' experience in the transport sector, having served as Director of Road Transport at the Ministry of Infrastructure and Director of Planning at the Planning and Logistics Company. He currently works as Regulatory Structuring Manager at the National Land Transport Agency (ANTT), being responsible for structuring the regulatory aspects of a portfolio of around 50 highway and railway concession projects in Brazil.

LUIS ZELAYA, PROJECT STRUCTURING COORDINATOR, STRATEGIC PROJECTS MANAGEMENT (DIPE), MINISTRY OF PUBLIC WORKS AND COMMUNICATIONS, PARAGUAY

Economist Luis Elias Zelaya Blanco, Project Structuring Coordinator at the Strategic Projects Management Department (DIPE), previously serving as Deputy Director of the Public Credit Department, both at the Ministry of Public Works and Communications.

Master's degree in Public Administration and Management from the University of Alcalá de Henares in Madrid, MBA from the Catholic University of Asuncion and Master's degree in Project Management from the Getulio Vargas Foundation. He has a Specialization in Public-Private Partnerships applied to Infrastructure from the Technological University of Monterrey and the CP3P Certification from the PPP Foundation; as well as a Diploma in Formulation and Management of Policies on Cargo Transport and Logistics and other courses in the field of Private Capital Investment for the Financing of Public Infrastructure and Project Finance.
