Julián Gómez is an electronics engineer by training and holds an Executive MBA from IE. He has 20 years of experience in the intelligent transportation, mobility, and infrastructure technology sectors. He currently serves as Commercial Director for the Andean Region, Central America, and the Caribbean at Kapsch TrafficCom, where he leads business development and the implementation of advanced solutions for tolling, traffic management, and mobility.

Throughout his career, he has held international leadership positions at Kapsch, as well as previously at Schneider Electric and Telvent, driving strategic transportation and smart city projects across Latin America.

Yessica Goti is the current General Manager of Empresa Nacional de Autopistas (ENA). With over two decades of experience in business administration and management, she has built a career defined by strategic leadership, business development, and the management of multidisciplinary teams. She holds a degree in Marketing and a postgraduate qualification in Advertising, both earned at the Latin American University of Science and Technology (ULACIT). Her professional background includes high-level roles such as Country Manager, Regional Channel Manager (Enterprise), Business Manager, and Administrative Manager. At the helm of ENA, she oversees the management of the ENA Norte, ENA Sur, and ENA Este concessions in Panama, driving investment and modernization projects as well as enhancing monitoring and control systems through advanced technology, all with the aim of providing safer and more efficient roadways.

Ricardo Enrique Icaza Huertas holds a law degree from the University of Panama and possesses a solid professional background in the legal field, spanning both the public and private sectors. He has worked as a corporate lawyer, gaining experience in public procurement, vessel registration, civil and commercial litigation, and the drafting and negotiation of contracts.

In the public sector, he has held various high-level positions, including Legal Advisor to the Ministry of Public Works, President of the Betterment Levy Commission (Comisión de Valorización), Advisor to the Ministry of Security and the National Police, Head of the Legal Department for the Santo Tomás Hospital Board of Trustees, and Customs Administrator for the Northern and Airport Zones.

He currently serves as Secretary General of the Ministry of Public Works of Panama. Additionally, he is an active participant in professional associations as a member of the National Council of Private Enterprise (CoNEP).

Gabriela Beatriz Lara Ruiz holds a law degree from the Pontifical Catholic University of Peru and master's degrees in Public Service Regulation and Infrastructure Management from the University of the Pacific, as well as in Civil and Commercial Law from the National Major University of San Marcos.

She holds a specialization in Public-Private Partnerships from ESAN University and possesses extensive training in conciliation, arbitration, and regulatory analysis.

She has a solid track record in the public sector, notably serving as Director General of the Directorate General for Transport Programs and Projects at the Ministry of Transport and Communications (2023–present) and as Head of the Legal Advisory Office at ProInversión (2018–2022).

Her experience encompasses concession negotiations, regulatory law, and the management of strategic infrastructure projects, having secured the signing of over 200 agreements that enabled key works to proceed—including Peru's first underground train, Lima Metro Line 2.

He currently heads the RD Vial Trust, where he drives initiatives aimed at improving connectivity, strengthening road infrastructure, and promoting more efficient and safe mobility in the Dominican Republic. Belisario Rodríguez Ortega holds a bachelor’s degree in Business Administration from the University of Panama and has more than 40 years of experience in the energy, fuels, and international trade sectors. His professional career has led him to serve as General Manager at companies such as Seahorses Investments, Vital Energy Group, Financial Energy Consulting, Gas & Commercial Oil Corp, and Vital Energy Bunkering, in addition to being the owner of Vital Asphalt Supply. He has developed extensive experience in the international buying and selling of fuels and bunkers, working with partners including Petróleos de Venezuela and Ecopetrol, and has represented the Perenco Guatemala Refinery in Panama. He currently chairs the Asphalt Committee of Panama’s Ministry of Commerce and Industry. Outside the business sphere, he has dedicated nearly a decade to promoting community sports by organizing volleyball and flag football leagues and serving as a coach in international youth tournaments, reflecting his commitment to leadership and the development of new generations.

Civil Engineer with a Master’s degree in Environmental Engineering; professor specializing in construction budgeting and scheduling at the Universidad Central del Este for over 20 years; Technical Director at the Ministry of Public Works and Communications (MOPC) from 2020 to 2022; and Deputy Minister of Road Infrastructure from 2022 to the present. He is an appraiser and member of the Dominican Institute of Appraisers (ITADO) and the Pan-American Union of Valuers (UPAV). Since February 2023, he has served as the Secretary of State for Infrastructure, Mobility, and Partnerships for the Government of Minas Gerais, leading strategic projects for the state's development.

He has been a staff member at BNDES since 2010 and has worked to strengthen public-private partnerships, leading the Social Infrastructure and Environmental Services Superintendency as well as the Government and Institutional Relations Superintendency. He has 20 years of experience in public management and infrastructure project management. He has served as Director and Technical Secretary within environmental, urban development, and economic agencies of the Government of Michoacán. At the federal level, he completed a posting at the Mexican Embassy in Washington and served as Technical Secretary to the Office of the President’s Advisors.

He currently serves as the Secretary of Communications and Public Works for the Government of Michoacán. Over the past five years, he has led the construction of urban interchanges and vehicular overpasses, as well as the planning, construction, modernization, and rehabilitation of urban roadways and intercity highways.
