With more than 18 years of experience in civil engineering, this professional has vast experience in the management and administration of road infrastructure projects for the construction, maintenance and improvement of roads. His expertise includes the design, monitoring, evaluation and control of road projects at the level of the National and Cantonal Road Network, which impact the economy of Costa Rica. He stands out in the development and supervision of road works, slope stabilization and construction of storm and sanitary systems. Deligne Alberto Ascención Burgos, Ministry, Ministry of Public Works and Communications, Dominican Republic

Born on February 8, 1963 in Santo Domingo, Dominican Republic.

With decree 324-20, he was appointed by President Luis Abinader as Minister of Public Works and Communications.

He has a doctorate in Democratic Society, State and Law from the University of the Basque Country, a Master's in Democratic Society from the same academy, a Master's in International Law and Diplomacy and a specialty in Senior Management, completed at the University of the Third Age.

In 1987 he graduated in Civil Engineering from the Universidad Central del Este and in 2008 with a degree in Law from the University of the Third Age.

Carlos Chau, CEO, Latac Business

Carlos Chau MBE is an economist with almost 20 years of experience in trade, investment and international cooperation. Over the last 10 years, at the British Embassy, he played a key role in negotiating Government-to-Government (G2G) agreements, including the Lima 2019 Pan American Games and the Reconstruction of the North in Peru. Silmara De Assis E Silva, PhD in Civil Engineering from the Polytechnic University of Madrid and the University of São Paulo, has more than 30 years of experience in the engineering, construction and infrastructure sectors. She has led megaprojects in 27 countries under various contractual schemes such as EPC, EPCM and PMC. One of his major achievements was leading Turkey's first High Speed Train (2009-2014), which connected the capital with Europe through the Bosphorus Strait, being a work of great relevance. Currently, she heads the Project Management Office (PMO) in Peru, where she oversees key initiatives such as the New Central Highway and Via Expresa. She is also a professor and author of multiple publications on transportation and tunnels. Graduated in Civil Engineering from the Lille University School of Engineers in France, where he also obtained a master's and doctorate with a focus on works executed using non-destructive and underground technologies.
