Born on February 8, 1963 in Santo Domingo, Dominican Republic.
With decree 324-20, he was appointed by President Luis Abinader as Minister of Public Works and Communications.
He has a doctorate in Democratic Society, State and Law from the University of the Basque Country, a Master's in Democratic Society from the same academy, a Master's in International Law and Diplomacy and a specialty in Senior Management, completed at the University of the Third Age.
In 1987 he graduated in Civil Engineering from the Universidad Central del Este and in 2008 with a degree in Law from the University of the Third Age.
He has served as Vice Minister of Education, Undersecretary of School Infrastructure, Director of Urban Transit and Director of the Project Execution Unit of the State Development Bank of the Federal Republic of Germany, KFW.
He is president of A y B Constructora and has worked as a university professor.
